Precarious to Stable Housing

How might we learn more about the needs and experiences of those using transitional and community housing in Hamilton in order to deliver a housing strategy which ensures a decrease in unstable living conditions?

Context

Housing affordability has been exacerbated by the COVID-19 pandemic. Transitional housing is an intermediate step between emergency housing and permanent shelter. Stays have time-limits of three months to three years. Transitional housing is intended to provide a safer environment where residents can begin to address the issues that led to homelessness. Community housing refers to housing subsidized by the government, non-profit organizations, or a combination of the two with the intention of providing affordable housing. There are no time limits for stay, and occupants often pay a subsidized amount of rent.

Context

  • Hamilton does not have a healthy housing continuum

  • There is controversy surrounding whether transitional housing or a housing first approach would be more appropriate to address the needs of those living rough (Homeless Hub, 2021)

  • Housing first is a homeless assistance approach that prioritizes providing permanent housing to people experiencing homelessness

    • This strategy is guided by the belief that people need a place to live before attending to other issues that may be contributing to homelessness

  • More information is needed to understand the gaps and barriers associated with transitional and community housing in Hamilton

Goals:

  • Break down barriers between transitional and community housing occupants, and the city, by engaging both parties—and other service providers or stakeholders working in this sphere—in dialogue

  • Identify barriers and gaps involving access to transitional and community housing, including but not limited to:

    • barriers involving public transportation surrounding areas with transitional and community housing

    • barriers involving the number of available beds in transitional and community housing

  • Guided by barriers identified, contribute solution-oriented ideas that could help to strengthen legislation concerning the quality of transitional housing
